The mambrane plate is the outer part of the electronic clutch that transfers the power from motor to wheel. The plate is mounted loose in the wheel and it's important that the motor axle is equipped with enough washers so that the plate is not squeezed between clutch rotor and wheel. It must have some space (0,5-1mm) to move.
